The presentation made by Ziegler to the National Congress highlights the need to link Bolivian territory with an outlet to the sea through a railway. This strategic convenience was exacerbated by the catastrophic outcome for Peru and Bolivia in the conflict that pitted them against Chile in the so-called War of the Pacific. Bringing products from Europe and facilitating the exit of its minerals - even the Cerro Rico de Potosí promised new silver veins - easily justified the necessary investments.

Eduardo Ziegler, general accountant of the Ministry of Finance in the years 1873 and 1874, later created the firm Ziegler y Cía, a company based in Buenos Aires that was linked to the railway line between Argentina and Bolivia. The following year from the present, he raised another project for a railroad from La Quiaca to Potosí.
