Natalio Roldán (1840-1910) was a merchant from Buenos Aires who every year explored the Chaco-Salteño region looking for a direct link between Argentina and Bolivia. In 1870, accompanied by fourteen other gentlemen, he proposed the formation of a Limited Company with headquarters in Buenos Aires. The company would have a thousand shares of 100 pesos, half of which -according to the Statute- would be delivered to Roldán and Guillermo Matti with the aim of verifying the navigation of the Bermejo river to the port of Esquina, exploring the channel to Orán and the river Grande de Jujuy or Lavallen until before reaching the city of Jujuy and sail it if the depth conditions allow it. The contract had been approved by the National Congress, with the signature of Sarmiento on October 7, 1869. The Swiss businessman Matti (1824-1888) had a Navigation Company between Corrientes and Buenos Aires and also in 1870 he had obtained a concession for railway between Buenos Aires and Campana.

The system of the Compañía del Bermejo was closed when the last steamship was shipwrecked in 1884, leaving a large area of the Salta region isolated without being able to shape its potential articulation with Bolivia.
