The work advances with the arguments presented by Peru against the occupation of Tacna and Arica by Chile, after the War of the Pacific that confronted Peru and Bolivia on the one hand, and Chile on the other, with the triumph of the latter. . Peru and Chile were not bordering countries, they were separated by the Bolivian coast, a space internationally recognized as belonging to this country. But in 1841 a guano deposit was discovered and it was then that the Chilean navy landed at that point, building the Mejillones fort and flying the flag of their country. Here is the beginning of a bloody war that still keeps Bolivia without access to the sea.

Its author, a Peruvian journalist and diplomat, was director of three newspapers: the Lima newspapers El Tiempo and La Prensa, the newspaper El Diario, and between 1914 and 1915, the newspaper La Patria. At the time of publishing this study he was in Europe, being consul in Bremen, Bordeaux, Nantes and Saint Nazaire.
