A notable jurist born in Empedrado, Corrientes (1842-1923), Dr. Segovia is distinguished as the most rigorous analyst of the Civil Code of Dalmasio Vélez Sarsfield and the Commercial Code. He is recognized for his early contributions, which have been taken up by subsequent generations.
He was an honorary member of the Academy of Jurisprudence and Legislation of Madrid, an honorary member of the Faculty of Law of the University of Córdoba, a perpetual member of the Society for Comparative Legislation of Paris, a founding member of the Society for Comparative Legislation of Berlin, and an honorary member of the Rio de Janeiro Bar Association.
